   Para dar cumplimiento a lo requerido en la NTC-ISO/IEC 17024, es necesario establecer las funciones, responsabilidades y autoridad, además de las competencias que debe cumplir cada uno de los cargos de CCC|ISCB.

      El trato que CCC|ISCB brinda a clientes, empleados, comunidad y gobierno es justo e imparcial, con todos en general.

      CCC|ISCB actúa como proveedor directo de los servicios certificación de personas y funciona de manera independiente y autónoma ya que no pertenece a ninguna organización superior ni sus directivos y propietarios hacen parte de Juntas de Socios o Directivas de cualquier otra organización que pudiera generar la pérdida de imparcialidad.

      Todos los actores deben actuar para preservar la salud y bienestar del público, desempeñando las labores requeridas de manera consciente e imparcial para cumplir cabalmente con las responsabilidades cívicas y profesionales. De acuerdo con esto, los actores deben:

      1. Desempeñar solo funciones para las cuales esté certificado.

         Only perform functions for which they are certified.

      2. Presentar su carné o certificado cuando sean requeridos.

         Present your card or certificate when required.

      3. No falsificar calificaciones, ni cambiar el alcance o vigencia de la certificación modificando los documentos de certificación o por medio de falsedad verbal o escrita.

         Not falsify qualifications, nor change the scope or validity of the certification by modifying the certification documents or by means of verbal or written falsehood.

          

      4. Ser completamente objetivo, claro y conciso en sus reportes escritos, pronunciamientos o testimonios de trabajo e incluir la información relevante o pertinente en sus comunicaciones o escritos.

         Be completely objective, clear and concise in their written reports, pronouncements or work testimonials and include relevant or pertinent information in their communications or writings.

      5. Firmar sólo informes referentes al trabajo que ha realizado.

         Sign only reports referring to the work you have done.

      6. No asociarse ni participar en hechos fraudulentos o deshonestos.

         Not associate with or participate in fraudulent or dishonest acts.

      7. Mantener aptitudes y juicio profesionales siempre a su más alto nivel, legalmente y con honestidad e integridad.

   4. RESPONSABILIDAD EN EL SITIO DE TRABAJO / LIABILITY AT THE WORKPLACE

      Los actores no deben pagar, solicitar, ni ofrecer, directa o indirectamente ningún soborno o comisión por sus servicios profesionales.

      Actors must not pay, request, or offer, directly or indirectly, any bribe or commission for their professional services.

       

      Los actores no deben falsificar, exagerar, ni colaborar en la mala interpretación de información, actividades anteriores, logros y responsabilidades asociadas con el objeto de la certificación.

      The actors must not falsify, exaggerate, or collaborate in the misinterpretation of information, previous activities, achievements and responsibilities associated with the object of the certification.

       

   5. PRÁCTICA NO AUTORIZADA / UNAUTHORIZED PRACTICE

      Cualquier violación de una parte del patrón de conducta descrito anteriormente y relacionado con las funciones de los actores, incluyendo la negligencia, la ineptitud bien sea por falta de actitudes, aptitudes o conocimiento, y alguna violación al MN-RH-001 Manual de Funciones contenido en este documento, está sujeta a constituir una práctica no autorizada y de hecho acarreará la imposición de sanciones.

      Any violation of a part of the pattern of conduct described above and related to the roles of the actors, including negligence, ineptitude, either due to lack of attitudes, skills or knowledge, and any violation of the MN-RH-001 Function Manual contained in this document, it is subject to constitute an unauthorized practice and will in fact entail the imposition of sanctions.

       

   6. USO INDEBIDO DE LOS CERTIFICADOS / MISUSE OF CERTIFICATES

      Se consideran usos indebidos del certificado o del carné las siguientes acciones:

      1. Reproducción total o parcial sin autorización escrita del OEC.

         Total or partial reproduction without written authorization from the OEC.

      2. Empleo para fines diferentes a los autorizados por el OEC.

         Employment for purposes other than those authorized by the OEC.

      3. Cualquier uso que induzca a una falsa interpretación del fin para el cual ha sido otorgado.

          

         Any use that induces a false interpretation of the purpose for which it has been granted.

      4. Atribuirse y desempeñar actividades fuera del alcance de la certificación.

      Attribute and carry out activities outside the scope of the certification.

       

   7. DEBERES Y DERECHOS / DUTIES AND RIGHTS

      Relación de los deberes y derechos de las partes:

      1. DEBERES DE LAS PERSONAS CERTIFICADAS O EN PROCESO DE CERTIFICACIÓN

         DUTIES OF CERTIFIED PERSONS OR IN THE CERTIFICATION PROCESS

         1. Acoger para su aplicación el presente documento.

            Accept this document for its application.

         2. Ejercer la honestidad y objetividad en el desempeño de su trabajo.

            Exercise honesty and objectivity in the performance of their work.

         3. Mantener los estándares de competencia en los cuales fue certificado.

            Maintain the standards of competence in which it was certified.

         4. Cumplir con los procedimientos asociados a las normas certificadas.

            Comply with the procedures associated with the certified standards.

         5. Cumplir con los reglamentos del CCC|ISCB.

            Comply with the regulations of the CCC | ISCB.

         6. Generar evidencias de las competencias que se poseen.

            Generate evidence of the competencies that are possessed.

         7. Declarar cualquier vínculo anterior y/o presente con los examinadores, que pudiese comprometer la imparcialidad del proceso.

            Declare any previous and / or present relationship with the examiners, which could compromise the impartiality of the process.

         8. Utilizar el certificado de la competencia para realzar el OEC y no para menoscabar su prestigio.

            Use the certificate of competence to enhance the CAB and not to undermine its prestige.

         9. No utilizar el certificado para fines engañosos.

            Do not use the certificate for misleading purposes.

         10. No participar en actividades indebidas haciendo uso del certificado.

             Not to participate in improper activities using the certificate.

         11. Brindar disponibilidad para el programa de vigilancia de la certificación de la competencia laboral otorgada, que sean programados por el OEC.

             Provide availability for the surveillance program of the certification of the labor competence granted, which are programmed by the OEC.

         12. Mantener informado y actualizado al CCC|ISCB en lo concerniente a cualquier cambio en la dirección particular y sitio de trabajo reportado en la solicitud de certificación inicial. En caso de que, para efectos de seguimiento, la persona certificada no se logre contactar en la dirección reportada al OEC o no se presente a cumplir con la citación programada ni aporte la documentación requerida, el certificado automáticamente quedará suspendido temporalmente al cumplirse el periodo previsto para su seguimiento por un término máximo de tres (3) meses, en los cuales podrá acceder a la vigilancia, por solicitud propia.

             Keep the CCC | ISCB informed and updated regarding any change in the home address and work site reported in the initial certification application. In the event that, for follow-up purposes, the certified person

              

             cannot be contacted at the address reported to the OEC or does not show up to comply with the scheduled summons or provide the required documentation, the certificate will automatically be temporarily suspended upon completion of the expected period. for its follow-up for a maximum term of three (3) months, in which it will be able to access the surveillance, at its own request.

         13. Custodiar el certificado obtenido y cuidar porque esté vigente en la ejecución de trabajos propios de la competencia certificada.

         14. Devolver el certificado en caso de sanción o retiro definitivo del mismo.

         15. Informar en forma oportuna el deseo de renovación de la certificación.

      2. DEBERES DEL OEC Y DE QUIENES ESTÁN INVOLUCRADOS EN EL PROCESO DE CERTIFICACIÓN

         DUTIES OF THE CAB AND OF THOSE INVOLVED IN THE CERTIFICATION PROCESS

         1. Satisfacer las necesidades de los clientes en materia de certificación.

            Satisfy the needs of clients in terms of certification.

         2. Documentar y poner a disposición de todas las partes interesadas sus políticas, procesos y procedimientos propios de la certificación.

            Document and make its certification policies, processes and procedures available to all interested parties.

         3. No discriminar a los interesados en la certificación por razones de nacionalidad, sexo, raza, origen étnico, religión o creencia, discapacidad física, edad.

            Not discriminate against those interested in the certification for reasons of nationality, sex, race, ethnic origin, religion or belief, physical disability, age.

         4. Disponer de personal competente para atender las solicitudes de personas a certificar, reconocer, preparar y aplicar pruebas (instrumentos de evaluación), tratar las apelaciones y/o quejas, y decidir sobre la certificación.

            Have competent personnel to attend to requests from people to certify, recognize, prepare and apply tests (assessment instruments), deal with appeals and / or complaints, and decide on certification.

         5. Documentar los procesos de certificación y de vigilancia y ser revisados y actualizados por solicitud expresa sustentada de las partes, evidenciando las modificaciones.

            Document the certification and surveillance processes and be reviewed and updated at the express request of the parties, evidencing the modifications.

         6. Mantener la confidencialidad en la información obtenida en los procesos de certificación y de vigilancia.

            Maintain the confidentiality of the information obtained in the certification and surveillance processes.

         7. Definir los requisitos que deben cumplir las personas empleadas por el OEC o en alianza, que adelante procesos de certificación.

            Define the requirements that must be met by people employed by the CAB or in an alliance, who carry out certification processes.

         8. Conservar y alimentar el banco de pruebas, con instrumentos libres de sesgo y estructurados de modo que garanticen el acopio de evidencias de forma objetiva y sistemática.

            Preserve and feed the test bench, with instruments free of bias and structured in such a way as to guarantee the collection of evidence in an objective and systematic way.

             

         9. Brindar seguridad a los instrumentos de evaluación, para protegerlos a lo largo de su vida útil.

            Provide security to the assessment instruments, to protect them throughout their useful life.

         10. Proteger los datos electrónicos propios del proceso de certificación y vigilancia.

             Protect the electronic data of the certification and surveillance process.

         11. Documentar la información de las personas que en el sistema de certificación son proveedoras de cualquier servicio.

             Document the information of the people who in the certification system are providers of any service.

         12. Monitorear y controlar a los examinadores reconocidos, y retirar su reconocimiento cuando éste sea motivado por falta de competencia, y/o irregularidades en su ejercicio.

             Monitor and control recognized examiners, and withdraw their recognition when it is motivated by lack of competence, and / or irregularities in their exercise.

         13. Definir los procedimientos y las condiciones para conceder, mantener, renovar, ampliar y reducir la certificación otorgada, respaldado con suficiente evidencia documentada, para suspender o retirar la certificación, informando al interesado par que tenga la oportunidad de analizar esta decisión.

             Define the procedures and conditions to grant, maintain, renew, expand and reduce the certification granted, supported by sufficient documented evidence, to suspend or withdraw the certification, informing the interested party so that they have the opportunity to analyze this decision.

         14. Proporcionar el certificado de competencia laboral con una vigencia, vigilancia y renovación conforme con el esquema de certificación pertinente a todas las personas que demuestran la competencia.

             Provide the certificate of labor competence with validity, monitoring and renewal in accordance with the relevant certification scheme to all people who demonstrate competence.

         15. Documentar las condiciones de imparcialidad en los acuerdos contractuales, de tal manera que se deje claro que por el hecho de tener un acuerdo con la organización no le garantiza que los procesos de certificación vayan a ser favorables.

             Document the conditions of impartiality in the contractual agreements, in such a way as to make it clear that having an agreement with the organization does not guarantee that the certification processes will be favorable.

         16. Renovar la vigencia del certificado proporcionado, asegurando mantenimiento de la competencia, siempre y cuando la normativa de referencia no haya cambiado, pues constituiría la expedición con base en una nueva evaluación con respecto a los cambios que se hayan presentado.

             Renew the validity of the certificate provided, ensuring maintenance of competence, as long as the reference regulations have not changed, as it would constitute the issuance based on a new evaluation with respect to the changes that have been presented.

         17. Definir un proceso de monitoreo y vigilancia para hacer seguimiento de la competencia certificada.

             Define a monitoring and surveillance process to monitor certified competence.

         18. Resolver la queja y/o apelación presentada por el candidato o por la empresa donde trabaja.

             Resolve the complaint and / or appeal presented by the candidate or by the company where he works.

         19. Fijar las sanciones pertinentes a través del Director Técnico y el Gerente de CCC|ISCB para quienes se hagan merecedoras de ellas.

         Establish the pertinent sanctions through the Technical Director and the Manager of CCC | ISCB for those who deserve them.

          

      3. DERECHOS DE LAS PERSONAS CERTIFICADAS O EN PROCESO DE CERTIFICACIÓN

         RIGHTS OF CERTIFIED PERSONS OR IN THE CERTIFICATION PROCESS

          

         1. Acceder ante el CCC |ISCB a los servicios de la certificación sin discriminación alguna.

            Access the certification services before the CCC | ISCB without any discrimination.

         2. Exponer queja y/o apelación con las evidencias propias del suceso, ante el Director Técnico de manera escrita.

            Present a complaint and / or appeal with the evidence of the event, before the Technical Director in writing.

         3. Acceder a su portafolio de evidencias durante el proceso, y a recibirlo cuando este haya finalizado, sin la inclusión de los cuestionarios y pruebas realizadas.

            Access your portfolio of evidence during the process, and receive it when it is finished, without including the questionnaires and tests performed.

         4. Recibir información clara, completa y precisa acerca del proceso de certificación

            Receive clear, complete and accurate information about the certification process

         5. Recibir información clara, completa, precisa y notificación acerca del estado de la solicitud de certificación realizada

            Receive clear, complete, accurate information and notification about the status of the certification request made

         6. A un trato digno, justo, imparcial, y ético por parte del CCC |ISCB.

            To a dignified, fair, impartial, and ethical treatment by the CCC | ISCB.

         7. Recibir el respectivo carné o certificado una vez apruebe el proceso de certificación.

            Receive the respective card or certificate once the certification process is approved.

         8. A aplazar el desarrollo del proceso cuando por razones de fuerza mayor debidamente sustentado, no se pueda desarrollar de forma continua

            To postpone the development of the process when for reasons of force majeure duly supported, it cannot be developed continuously

         9. A presentar solicitud de condiciones especiales.

            To submit a request for special conditions.

         10. A la renovación de la certificación, siempre y cuando cumpla con los requisitos del proceso.

         11. A la confidencialidad de la información suministrada como solicitante dentro de los parámetros legales vigentes y el nivel de autorización permitido por el solicitante.

             To the confidentiality of the information supplied as an applicant within the current legal parameters and the level of authorization allowed by the applicant.

         12. Recibir información relacionada con el vencimiento, cambios en las normas de competencia laboral y/o en los procedimientos de renovación y ampliación de la certificación.

             Receive information related to the expiration date, changes in the labor competence regulations and / or in the procedures for the renewal and extension of the certification.

         13. Estar registrado en las bases de datos del OEC.

         Be registered in the OEC databases.

          

      4. DERECHOS DEL CCC|ISCB Y DE QUIENES ESTÁN INVOLUCRADOS EN EL PROCESO DE CERTIFICACIÓN

      RIGHTS OF THE CCC | ISCB AND OF THOSE INVOLVED IN THE CERTIFICATION PROCESS

      1. Exigir el cumplimiento de los reglamentos establecidos por el CCC|ISCB para la certificación de personas.

         Require compliance with the regulations established by the CCC | ISCB for the certification of persons.

      2. Exigir la aplicación del presente MN-RH-001 Manual de Funciones en todas sus partes.

         Demand the application of this MN-RH-001 Function Manual in all its parts.

          

      3. Exigir la aplicación del procedimiento de certificación y el uso de los registros establecidos dentro del sistema de gestión para el mismo.

         Require the application of the certification procedure and the use of the records established within the management system for it.

      4. Aplicar las sanciones correspondientes según falta al MN-RH-001 Manual de Funciones.

      Apply the corresponding sanctions according to the lack of the MN-RH-001 Manual of Functions.
